Raymond was raised by a single mother on the southwest side of Chicago who worked long hours to help put him through school. She relied on her parents to help raise Raymond. Their love and conviction helped make him the man he is today.

Graduated St. Laurence High School in Burbank, IL and went to college at the University of Illinois at Chicago.

Began working at Southwest Airlines at Midway Airport as a skycap, which helped instill in him a commitment to serving others with unwavering dedication.

Raymond met his husband Hugo in 2006. They bought their first home in Chicago Lawn. Together, they joined the fight for gay marriage in Illinois.

Was elected Democratic Committeeman of Chicago's 15th Ward. Raymond made history as the first openly gay Latino to be elected to public office in the State of Illinois.

Was elected to the Chicago City Council on a progressive, common-sense platform in a heavily Black and Latino district. Raymond was one of two LGBTQ+ Latino candidates elected to the Chicago City Council, making his win a milestone for LGBTQ+ residents and communities of color.

Raymond represented Illinois as a Delegate for Presidential Nominee Hillary Clinton at the Democratic National Convention in Philadelphia. One of the highlights of his career!

As Alderman, Raymond has fought for and passed the:

  • One Fair Wage Ordinance which uplifts workers in the restaurant and hospitality industry and addresses the inequity for tipped workers.

  • Chicago Minimum Wage Ordinance which increased Chicago's minimum wage to $15 an hour, delivering financial stability to over 400,000 Chicago workers.

  • Paid Sick Leave Ordinance that mandates all Chicago businesses to provide paid sick leave to employees.

This is what true-blue common-sense Democrats like like Raymond do: deliver victories for working families and now he's ready to deliver on the US Congress!

Illinois voters in the 4th Congressional District now have a once-in-a-lifetime opportunity to elect the first LGBTQ+ Latino Congressman. From the southwest side of Chicago to the US Capitol, Raymond's the common-sense Democrat we need to deliver for working families!
